RPM Fluctuating

Has anyone experienced this issue? 2007 Caliber SXT, CVT & 71,000 Kilometers.

The RPMs fluctuate between 600 & 900 when in neutral or park “only” when the fan motor is on. It will fluctuate faster if on Defrost only.. I shut the fan off and RPMs steady out at around 600. Turning on the A/C does not affect the RPMs the way the blower motor does when on defrost or Floor/Defrost.
It does not matter if it is a cold start, warm start or driving for a period of time.

No codes have been thrown yet. Any ideas?

Thanks
