Passenger Dim light not working

Hi all. I have a 2007 Caliber SXT. I have changed to passenger headlight bulb twice now and only the highbeams are working on that side. The other side is fine. I have looked in the manual for a possible fuse blown but cant seem to find anything that would be causing the issue.

Thanks for any help.
