The wiper parking is usually indicative of a problem in the actual motor. The park in the motor may be faulty.
You may want to physically check the wiper motor though, and make sure the ground is good. Ive never looked at these wiper motors, but they are sometimes self grounded, which means there is not a ground wire into the connector, but the motor is grounded by bolting onto the vehicle.
