Will the Caliber SRT wheels fit a Neon SRT?

no... different bolt pattern... neons are 5x100.. calibers are 5x115 or something like that [look @ the SRT q&a section]

No, the PM SRT wheels will not fit the Neon SRT. The bolt pattern is different. With regards to your Tach hang at 3 - 4000rpm, without further information, it would be difficult to diagnose over the web....
